If you're talking about a court order to attend Anger Management class or Racial Sensitivity class, then yes, it's legal. Regardless of the validity of the charge, the order is assessed only upon conviction which which renders the allegation as fact.
Even then, such an order is usually a condition of probation or other deferment, so even then, you still have a choice (crappy as it may be). I disagree with all these pathetic attempts to dictate someone's mindset (translate: legislate thought), but since there is a choice, it's enitrely legal.
